Whether you are new to the area or have lived here a while, we thought it would be helpful to share some useful information about council services as you settle in your home.
We know that people need good local services and facilities – access to good local shops, leisure facilities, green spaces and more. The Knowsley Offer is a package of support, services and facilities that the Council and its partners deliver for its residents.
Your Council Tax
To register for Council Tax, inform the council that you have moved address or to find out more information, visit the Council Tax section.
Paying Council Tax by direct debit is the easiest and most convenient method to pay. You can set up a direct debit online.
Your bins
Find out when your general waste, recycling and garden waste bins are collected. If you have moved into a home on a new development, your collection details may not yet be available on the website. Please get in touch with customer service using chat or call 0151 443 2400 for your collection dates.
If you are moving into a brand new property (purchased from a developer), the council will provide you with two free bins (your recycling bin and your green waste bin). There is a charge for your general waste bin (maroon bin). Get more information or place an order now.
The best way to tell us that your bin collection has been missed is to report it and provide your details. You can also report other issues, including reporting abandoned vehicles, fly-tipping and dog fouling.
If you have heavy or bulky items to dispose of, you can book a bulky waste collection for large household items.
Your local library services
Each of our libraries has computers available and staff who can help you. You can book an appointment in advance or simply call in to use a PC if there is one available. Click on one of the links below for your local library's address and contact information.
If you need to speak to a council officer with an enquiry and cannot do this online or over the phone, you can make an appointment to see someone face-to-face in your local library. Simply call 0151 489 6000 to book an appointment.
Electoral register
You can update your name and address on the Electoral Register by registering to vote.

Free parking in council-owned car parks
There are a range of car parks in and around our town centres across the Borough. All Council-owned car parks provide free long and short-stay car parking for shoppers and visitors. Please note that the short-stay parking restrictions will be enforced.
