Knowsley Metropolitan Borough Council is inviting rental offers for a lease of shop premises. Please complete and return the application form within the timetable of submission.

Assessment of rental offers

Rental offers will be assessed based on factors such as:

  • Financial offer
  • Proposed use
  • Reference checks

The proposed use will be considered in the context of its impact on existing retailers, the local community, and the shopping needs of local residents.

The Council does not bind itself to accept any or the highest offer received.

Any letting will be subject to a formal application process and compliance with all relevant legislation and Council policies. Knowsley Metropolitan Borough Council reserves the right not to accept the highest or any tender received.

Background Checks and Declarations

The Council may undertake background, and verification checks on successful applicants as part of the application and vetting process. These may include, but are not limited to:

  • financial and credit checks, including County Court Judgments (CCJs);
  • checks relating to criminal convictions (excluding driving offences), where lawfully permitted;
  • identity verification and confirmation of the right to live and work in the United Kingdom.

Applicants must disclose all information requested fully and accurately. Failure to disclose information which the Council later determines ought to have been disclosed, or the provision of information that is found to be false or misleading, may result in the application being rejected or any offer being withdrawn.

Background checks and information handling will be carried out in accordance with relevant legislation, including (but not limited to):

  • the Proceeds of Crime Act 2002;
  • the Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017;
  • the Immigration, Asylum and Nationality Act 2006;
  • the Fraud Act 2006; and
  • the Data Protection Act 2018 and UK General Data Protection Regulation (UK GDPR).

Management of Council owned neighbourhood shopping parades policy

The council will not permit any new lettings for shops to be used as tanning centres, off-licences, betting shops, hot food takeaways or Vape shops.
